The Role

The Programme Officer – governance and campaign works directly with Oxfam’s beneficiaries and partners to overcome poverty and suffering; To manage and coordinate the development and delivery of governance programme and national campaign works, including partnership relations’ management, advocacy and public engagement for policy, knowledge, attitude and practice change to help achieve Oxfam’s strategic objectives.

Contract: Fixed term, 2 years with possible extension (depending on performance)
Reporting to: Senior Programme Manager
Based in: Hanoi with frequent travel

Key responsibilities:

Governance programme works (80%):
•    Contribute to the annual planning and budgeting of the programme.
•    Support partners in program/project development and implementation through technical advice on participatory community engagement, develop and maintain relationship with local partners and authorities.
•    Contribute to build capacities of partner organizations to conduct participatory analysis and planning.
•    Work with partner organizations to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate training sessions and follow up with impact of the training.
•    Contribute to writing programme learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the programme.
•    Actively contribute to fundraising activities of the programme.
•    Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the programme, and work with partners for conducting baseline surveys, progress monitoring events, producing progress reports and final reports.
•    Monitor programme spending, review financial reports prepared by partners, and facilitate auditing of fund usage.
•    Ensure internal and external reporting is done as per the agreed timeline and requirements.
•    Actively network with relevant government agencies, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
•    Act as Oxfam’s representative at provincial or/and national(s) level as required;
•    Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
•    Take lead in one or more programmatic themes (to be agreed with line manager); Support other Oxfam teams in integration of your programme issues in their work and facilitate learning activities to strengthen capacities among Oxfam team.
•    Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programmes in Vietnam.
•    Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Campaign works (20%):
•    Support the development of campaign strategy and operational work plan of national campaign and advocacy.
•    Coordinate with Oxfam programme teams, partner organizations and key stakeholders to plan and implement campaign and advocacy activities at national level.
•    Work with MEL colleague and Knowledge Management Unit to develop campaign & advocacy, monitoring, evaluation & learning (MEL) plan and materials (press releases, media briefing, publication, digital products, documentation…) and Programmes Unit to leverage impact through one programme approach.
•    Work alongside with the regional and global campaigns, aligning with agreed Oxfam’s positions, and seeking to provide Vietnam level evidence and experience.
•    Develop and manage relationships with a diverse range of campaign allies/stakeholders
•    Monitor plan and budget of in charged national core campaign and advocacy work as agreed with line manager and coordinate with supporting unit to ensure compliance with Oxfam’s policy
•    Ensure internal and external reporting (financial and narrative) is completed to agree time frames
•    Participate in proposal preparation and fund-raising activities for campaign and advocacy (can be mainstreamed into programmes and/or cross cutting initiatives).
•    Ensure that gender perspective is applied across in the planning and implementation of campaign and advocacy.
Other

Skills, experience and knowledge

Essential

  • Have a relevant education at academic level, preferably in a development-related field;
  • Substantial knowledge about poverty, inequality issues as well as governance issues such as public administration reform, tax and budget transparency, civil society and people participation from right-based perspectives in Vietnam
  • Sound experience in project management including monitoring and partnership management and negotiation with participatory approaches, cross team working and experiences/interests in digital campaigns.
  • Sound experience in resource management, e.g. finance, assets
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training and IEC materials, advocacy and inter-agency networking and coordination.
  • Analytical thinking skills and abilities to influence others
  • Good understanding of and proven commitment to gender and diversity issues
  • Ability to communicate complex issues in a clear manner
  • Ability to manage complex workloads and deliver outputs to agreed deadlines
  • Fluency in written and spoken English is essential

Gross Annual Salary Range: VND360,869,588 – VND604,886,167
